Small Business Administration (SBA)
The U.S. Small Business Administration (SBA) was created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests of small business concerns, to preserve free competitive enterprise and to maintain and strengthen the overall economy of our nation. We recognize that small business is critical to our economic recovery and strength, to building America's future, and to helping the United States compete in today's global marketplace. Although SBA has grown and evolved in the years since it was established in 1953, the bottom line mission remains the same. The SBA helps Americans start, build and grow businesses. Through an extensive network of field offices and partnerships with public and private organizations, SBA delivers its services to people throughout the United States, Puerto Rico, the U. S. Virgin Islands and Guam.

The Regional Economic Development and Energy Corporation (REDEC) and REDEC Relending Corporation (RRC) are not-for-profit corporations which serve as “gap financers” to provide financial assistance to start-up and expanding businesses which have a positive impact on employment and strengthen the economic base.
The mission of REDEC/RRC is to provide economic development lending capability for businesses in Chemung, Schuyler and Steuben counties, which fully responds to the needs of the region and objectives of the corporation.

Since our start in 1984, the expert advisors of the SBDC have worked directly with 569,199 businesses, helping them to obtain $8.4 Billion to start or expand their business, and created or saved 261,076 jobs.
Counseling is geared to your specific needs and can be provided to entrepreneurs at any stage of business development, by appointment, e-mail or phone. All Business Advising is one on one, entirely confidential, and at no cost to you. Counseling in our area is available in Painted Post, a satellite office of the Binghamton Center.
If you or your business resides in New York, the SBDC can navigate you through the obstacles to success. Among other things, we help our clients understand the importance of a business plan, discover sources of funding, prepare for e-commerce, identify avenues for exporting goods and services, develop marketing plans, assess an invention's viability, and comply with licensing and regulations. And thanks to our partners in the public and private sectors, our services are free of charge.

CSS's vision is to provide a no-fee, business-driven workforce preparation system to ensure that employers have access to workers with appropriate skills. Chemung Schuyler Steuben Workforce New York is a non profit organization overseen by a board of directors with representatives from both the private and public sectors.
Thanks to funding from the federal Workforce Investment Act (WIA) of 1998, all of the services offered under the Workforce New York umbrella by our organization and our consortium of partners are offered on a no-fee basis - both to employers and to job seekers.
We have a long history of economic development. Today, we continue to envision a workforce New York system that responds to businesses' needs for qualified workers based on the skills required for economic competitiveness.
All of our services for job seekers and services for businesses are available through the career centers, including computerized job matching/job search tools, a career resource library, workshops and group career counseling and other resources.
In addition, tools for job seekers including: personal computers, photocopiers, fax machines, telephones, postage, e-mail and internet access are all available at no cost. Plus, our staff is available to assist job seekers and employers in using these resources.

IncubatorWorks
IncubatorWorks is an independent, nonprofit, standalone incubator. We help startup companies and individual entrepreneurs develop their businesses by providing a full-scale range of entrepreneurial services. We support a diverse and inclusive community of entrepreneurs. The mission of IncubatorWorks is to promote economic development in the Southern Tier of New York through supporting entrepreneurial growth and development of businesses and their creation of jobs. We are currently working with 40+ entrepreneurs and supporting them in various ways related to the growth of their idea or startup. All ideas and any size business welcome!
In 2019, IW launched Co.Starters, a small business accelerator program and the only one of its kind in our region. It provides entrepreneurs with a 12-week program that develops their ideas, tests their ideas with customers, provides the framework of financial projections, and concludes with a pitch presentation. The participants say that our program is, "educational, eye-opening, phenomenal, and insightful." Since 2020, IncubatorWorks has been collaborating with local colleges to organize startup pitch competitions, “AHA!” in Allegany County and “607 Soaring” in Steuben and Chemung Counties.
